People sometimes use BlitzMail as a file storage system?, a practice which we should attempt to eschew. I've personally suggested a couple of solutions, including a DND-authenticated AFS solution (complicated, but powerful and useful!).
The worst offenders are the people/groups who send out huge file attachments? that then can clog up the email system. It's not really the fault of the people who send out the files (just like people who forward chain letters?), but we need to educate them as much as possible. In the case of mass-blitzing large files, perhaps people could put the files up on their websites available via FTP. That would be a good solution.
