The Windows Refund day (Feb 15, historically), is the day when people take the copies of windows that came bundled with their computers and try to return them to Microsoft.
As stated on the svlug.org website listed below, "The Windows user license says that if you don't agree with the terms, you may return it to the vendor for a refund." Unfortunately, both vendors and Microsoft have been extremely unwilling to refund any money for this software, despite the clause in the license. This year (2003), we might not have a number of people trying to return copies of MS-Windows, but we're considering letting the community know about the MicrosoftCampusAgreement licensing plan, whereby everyone has to pay a $75 "Microsoft Tax" whenever they buy a new computer through ComputingSalesAndService. Why should we be paying money for software that we never use?
