What's the Microsoft Campus Agreement:
If you buy a computer through the Computer Store, $75 will be added to your bill to pay for the Microsoft Campus Agreement.

Although the agreement allows you to use a few Microsoft programs?, you can't opt-out of this charge, even if the programs can't run on your computer (e.g. you run the Linux operating system?), or if you don't want the programs (e.g. you'd rather use Open Office).
What's more, Dartmouth doesn't want the public to know how much money they spent on this licensing program. (see Microsoft Campus Agreement Saga for more details).
