This system (with different departments) would work a lot better with a database behind it. I'm not sure how BlackBoard? deals with it, but I'm thinking that there are a few things to keep in mind when developing something for the entire campus to use:

• open source (of course -- that way people can add to it, modify it to meet their needs, etc...)
• flexible
• multiple levels: let power users play with the database, while offering a really easy interface for (inexperienced) profs to get websites created relatively quickly.
• multiple language support (language pages could have sections entirely in the appropriate tongue)
• modular
• distributed (can load-balance over multiple servers)
• web-based interface, minimal java/javascript
