PacketShaper

The Packet Shaper is a network device? which controls how much bandwidth different users and applications can use on the outbound internet links. There are currently actually two, I believe, one for the old backbone and one for the new core.

The idea is to limit certain applications (peer-to-peer services or steaming media?, for example) while enabling other services to remain accessible - such as WWW traffic.

How does it work?

The actual methods it employs are proprietary (AFAIK).

In my Computer Science 78? class we talked a bit about the way that a device could manipulate packet headers? to achieve such a result. I'll try to find some lecture notes? and put up a brief summary for anyone out there who is interested in the technical side of things.
