A scratch page is a wiki page for notes and other stuff that is probably not cohesive or well-formatted, etc...
A scratch page is useful when working on a project and you just want to brain-dump everything out somewhere. On the wiki, it's all accessible by everyone, anywhere, and you don't have to worry about loosing slips of paper or forgetting to send email to the right person. Even though you can just leave the scratch page as-is, if you have a little time before running off to the next project (yea, right!), you should probably take some time to reformat the scratch page and/or extract useful content and put it on another sub-page for the project. That way others can easily benefit from your work.
